The scope depends on the project. We start by assessing its current status, then agree on the preparation stages.

ProFinance Consulting provides consulting support. The regulator decides whether to issue a licence.

Questions
about licensing

Can we contact you before registering the company?

Yes. At an early stage, we can discuss participants, the operating model and the preparation plan. This helps identify registration and licensing tasks in advance.

What should we prepare for the initial consultation?

Tell us what organisation you plan to open, who is involved, what documents already exist and your current stage. For a pawnshop, information about premises and the intended collateral model is also useful.

Are a business plan and a licensing package the same thing?

No. A business plan, financial model and process descriptions may form part of consulting support. The mandatory application contents are checked separately based on the organisation type and applicant structure.

What determines the support timeline and fee?

Project readiness, participants, document volume and the agreed scope. We define the preparation plan and fee after understanding the task; regulatory review of the application is a separate stage.

Do you work with foreign investors?

Yes. We support overseas clients planning to open an MFO or pawnshop in Kazakhstan. The License Finance website also provides materials in English and Chinese.

When to contact us

  • You are opening an MFO, pawnshop, credit partnership, currency exchange office or security company and preparing for licensing.
  • The legal entity already exists, but its constitutional documents and application still need preparation or coordination.
  • You have received comments on prepared materials and want to understand which issues need resolving.

What to prepare for the discussion

  • The exact activity and current company status.
  • A list of constitutional documents and existing permits.
  • A description of the organisational structure and intended operating format.
  • Prepared applications, missing information and comments received.

How we approach the task

  1. Clarify the licensing type

We examine the company's intended activities and what is already prepared. Document requirements and review procedures differ by area, so we do not use a universal package.

  2. Prepare company documents

We work on constitutional and other required documents and prepare the application. We agree on the contents with the client and identify information the company must clarify or provide.

  3. Support interactions

We explain questions relating to the prepared materials and help address comments. The scope of representation before authorities and organisations is defined for the specific task.

What outcomes we agree on

  • An understanding of the preparation required for the particular activity.
  • Agreed documents and application within the chosen support scope.
  • Explanations of comments and the company's next steps.

Frequently asked questions

Can support start before company registration?

Yes. The service includes support from the legal entity's state registration stage. We first discuss the intended activity, then agree on the document preparation sequence.

Are the documents the same for an MFO, pawnshop and currency exchange office?

No. Preparation must be defined for the specific activity. Another organisation's documents may help explain the structure, but should not be transferred to your company without review.

What is included in the fee, and how are timelines determined?

The scope depends on the licensing type, company readiness and document status. After an initial review, we agree on the work and terms. We do not guarantee licence issuance in advance: the authorised body makes that decision.
