Key points

Licensing preparation should begin by choosing the organisation type and checking its compliance with requirements. Supporting documents are then gathered, discrepancies resolved and the application submitted through the official service. State registration and a consultant's assistance do not, by themselves, authorise licensed activities.

Clarify the activity and the purpose of the application

The Rules for Licensing Microfinance Activities were approved by Resolution No. 108 of the Agency for Regulation and Development of the Financial Market dated 23 November 2020. They cover microfinance organisations, credit partnerships and pawnshops. Obtaining a new licence and reissuing one are different situations: start by identifying the correct procedure.

A practical recommendation is to describe the intended business model before assembling documents: customer types, products, disbursement methods, security and organisational structure. This information helps identify applicable requirements. The MFO package cannot be used for currency exchange offices, payment organisations or other activities without separately analysing their rules.

Check company readiness, not just the existence of files

Appendix 2 to Resolution No. 108 sets out qualification requirements and supporting documents. It separately requires payment of minimum charter capital and compliance with minimum equity: evidence of a capital contribution does not replace information on equity. The automated accounting system and required staff are also checked, along with security and physical protection of premises for pawnshops. Specific conditions depend on the organisation type and the current version of the rules.

Create a readiness matrix showing each requirement, supporting evidence, actual status, responsible person and action to close the gap. Separately check consistency between the application, registration data, personnel documents and accounting system. A correctly titled document does not demonstrate compliance if the process it describes is not functioning.

Prepare the package against the current document list

Open the official service description and appendices to the Rules. For each required document, identify who prepares it, on what basis, who signs it and in what form it is submitted. Do not use another company's old folder as the definitive checklist: requirements and applicant information may differ.

We recommend a single version register. Each file should have a clear name, date and approval status. If the address, director or other material details change, check the entire package, not just one cover page. Develop internal documents around actual operations so employees can follow the procedures described.

  • Compare the application and supporting evidence with the current official checklist.
  • Check legibility, completeness and signatories' authority.
  • Reconcile company details, dates and management information across all documents.
  • Remove conflicting versions and retain the agreed package.

Submit the application and monitor the review outcome

The official service description directs applicants to the electronic licensing portal. Before filing, check access, authority and the functioning of the required signing tool. Retain the submitted package and submission confirmation so you know which document version is under review when checking the status.

If comments are received, create a list covering the authority's requirement, the cause of the issue, the correction and supporting document. Check related information throughout the package. Do not resubmit the same package without addressing the cause. If the application is refused, next steps depend on the grounds; a universal instruction to “just apply again” may be wrong.

Prepare operations for after the licence is issued

Licensing does not complete the organisational work. Before starting transactions, it is useful to check accounting, reporting, document workflows, customer processes and information exchange obligations. For subsequent company changes, determine in advance whether notification, licence reissue or another action is required.

ProFinance Consulting supports document preparation and licensing matters. The fee and timeline of a consulting project depend on company readiness and the scope of work. The authorised body decides whether to issue a licence; a consultant's promise cannot replace that decision. Further resources are available on mfolicence.kz.

Preparation checklist

  • The organisation type and required application procedure are identified.
  • The current requirements and their effective dates have been checked.
  • A readiness matrix with evidence and responsible persons has been created.
  • The application and supporting documents are consistent.
  • Access to the official service and the signatory's authority have been checked.
  • The submitted package, review outcome and subsequent obligations are retained.

Frequently asked questions

Can we start issuing microcredits after registering an LLP?

State registration of a legal entity does not replace a microfinance licence. The right to perform specific transactions and the required permits must be checked before starting operations.

How much capital is needed, and how long does preparation take?

Payment of minimum charter capital and compliance with minimum equity are checked separately under the applicable requirements. Preparation depends on actual readiness and differs from the public service delivery period; this guide establishes neither a universal amount nor a guaranteed timeline.

Is buying a ready-made document package enough?

No: the package must match the company, current requirements and actual processes. It is particularly important to check personnel, capital and accounting system information, as well as consistency across all documents.

Sources and applicability

Regulatory requirements must be checked for the specific type of organisation and reporting period. The practical recommendations in this material help organise preparation and do not replace that check.
