Key points
Data submission to credit bureaus should be organised as a separate process: identify obligations, configure access, check the grounds for processing and monitor the outcome of every submission. Having a file or a successful network request does not confirm that all records have been accepted correctly. Errors must be corrected while preserving history and rechecking the result.
Start with obligations and interaction rules
Work with credit bureaus is governed by Kazakhstan's Law on Credit Bureaus and the Formation of Credit Histories and secondary legislation. NBK Resolution No. 53 sets out conditions for information transfer and consents. Do not apply identical rules to every type of provider and both bureaus without checking: the rules include specific conditions and exceptions.
A practical recommendation is to create a separate interaction record for each bureau covering the agreement, types of information supplied, exchange channel, formats, responsible persons, error handling and current technical instructions. Use applicable rules and bureau documents for file formats and deadlines, rather than another company's integration example.
Distinguish submitting information from obtaining a credit report
Rules No. 53 separately regulate consent to provide information to credit bureaus, with an exception for a bureau with state participation, and consent to issue a credit report. A single checkbox in a CRM should therefore not automatically be treated as blanket authorisation for any action.
For the workflow, describe the grounds for each operation, the form used and the method of confirmation. Link the consent record to the data subject, purpose, text version and evidence of receipt. Check the specific details and execution method against current rules. A website visitor's ordinary consent to a consultation does not replace the consents required in the lending process.
Map fields and events
Before automating, identify the source of every field and when it changes. The disbursement date, payment date and upload date are different events; mixing them creates discrepancies even in a technically valid file. Status reference tables and agreement identifiers must be consistent across systems.
Test more than standard disbursement and repayment. The test set should include changes to terms, partial payments, correction of source errors and closure of obligations. Use anonymised or specially prepared test data in an approved environment: real personal data should not be uploaded to an arbitrary validation service.
| Stage | Control question |
|---|---|
| Source | Which system and record supplied the value? |
| Transformation | How are the format, status and reference data mapped? |
| Submission | Which batch and version were submitted? |
| Processing | Which records were accepted and which were rejected? |
| Correction | Has the source been corrected and the reprocessing result confirmed? |
Maintain an error log and reconcile results
We recommend retaining the submission ID, batch contents, time, processing result and responsible person. For each error, record the agreement, cause, correction source and recheck status. If a batch is only partly accepted, a general “successful” status must not close records that were not delivered.
Before resubmitting, check the bureau's rules for corrections and retries. Depending on the interface, a correction operation may be required instead of resending the original batch. After processing, reconcile the outcome against the expected records and retain evidence of the check.
Establish internal data exchange procedures
Working procedures should explain who prepares data, checks the grounds and quality, submits it, resolves errors and covers for absent employees. Include procedures for format changes, granting and revoking access, retaining logs and responding to failures. Do not reduce the document to an instruction to “click export”.
Automation is useful once the process is documented and errors are observable. Otherwise, integration accelerates the transmission of incorrect data. ProFinance Consulting assists with manual and automated submissions to the State and First Credit Bureaus and access to their portals. Connection and development work depend on the source system and the particular bureau's requirements.
Preparation checklist
- Agreements, obligations and current instructions are identified for each bureau.
- The grounds for supplying information and obtaining reports are distinguished.
- Field sources, statuses and data-change events are documented.
- Standard transactions, corrections and repeat submissions have been tested.
- The log shows record-level outcomes, including partial acceptance.
- Responsibilities are assigned for errors, access and operation during failures.
Frequently asked questions
Does submitting data to the State Credit Bureau replace submission to the First Credit Bureau?
A technical submission to one bureau cannot be assumed to automatically fulfil all obligations to the other. Recipients and actions must be checked against the rules, agreements and your organisation's role.
Can we simply resubmit a rejected file?
First identify the reason for rejection and the resubmission rules for the particular interface. Correct the source, check for possible duplicates and retain the new processing result.
What data update deadline applies to all events?
This guide does not establish one deadline for all information and providers. Events, data types and specific requirements differ; a separate obligations list is needed based on current rules and the agreement.
Sources and applicability
Regulatory requirements must be checked for the specific type of organisation and reporting period. The practical recommendations in this material help organise preparation and do not replace that check.
